Alpharetta, Georgia: door-to-door solicitor permit

Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: Yes — a permit for each solicitor before calling on residences door to door for a commercial, for-profit sale (10-179(a), (b)). Soliciting includes seeking orders for goods or services of any kind (10-177).
• Where it comes from: The director of public safety, or his designee, on a city form (10-180(a)). The police department's permit instructions say to call the front desk after 3 business days to check whether the permit is ready to pick up.
• Fee: Not published in the code. The code says the non-refundable fee for each solicitor's 30-day permit is set by resolution (10-180(f)); the resolution and the amount were not found on a city page. The police department's instructions list $5.00 for a replacement of a lost permit.
• Hours you may knock: No knocking or ringing to solicit before 8:00 a.m. or after 9:00 p.m., licensed or not (10-183(d)).
• What the rep carries: The permit, with the rep's name, the employer's name and address and a photo, worn pinned or displayed on the outside of the shirt so the public can see it, and shown to any officer or resident who asks (10-179(c), (d)). The police instructions list a federal or state photo ID as the required document.
• What takes the time: Fingerprinting and a background investigation by public safety (10-180(c)), a sworn application with three years of addresses and employers, the last three communities worked, vehicles, and daily routes (10-180(a), (b)). No permit for a felony or crime of moral turpitude within five years (10-180(e)). A permit is good for 30 days at most (10-179(e)), and route changes are reported to public safety right away (10-182).

• Worth knowing: No soliciting where the occupant has posted a sign — at the home or at the main entrance to the subdivision — or has filed a written "no solicitation" notice with public safety. Public safety keeps that list and gives a copy to each solicitor (10-183(b)). Each day of a violation is a separate offense (10-178).
