Anchorage, Alaska: door-to-door solicitor permit

Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: No solicitor license is on the books. Anchorage Municipal Code Chapter 10.35, Solicitation, shows as repealed, effective 9-9-2014, and Title 10 has no peddler, solicitor or canvasser chapter in its place. The Municipal Clerk’s licensing page lists no such license either. One open point: Chapter 10.60 requires a Clerk’s license for a “roving vendor,” defined as a person who offers food, goods or services to the public “from one or more locations on public property or from no fixed location at all” (10.60.020, 10.60.030). The chapter is written around vehicles, stands and ice cream trucks and never mentions residences, but the definition is broad. Ask the Clerk whether it is applied to door-to-door sales before you knock; use the City Clerk Call Sheet.
• Where it comes from: The Municipal Clerk’s Office issues Anchorage’s municipal business licenses. The page gives MuniLicenses@anchorageak.gov as the contact.
• Fee: None for a solicitor license, because the chapter that would set one is repealed. The code’s license fee chapter (10.70) lists only inspection fees, and no roving vendor license fee was read in the code or on the Clerk’s pages.
• Hours you may knock: None set. With Chapter 10.35 repealed, Title 10 has no knocking-hours rule, and no solicitation or peddler section appears in the Title 8 (Penal Code) table of contents.

• Worth knowing: The Clerk’s page says every business operating in Alaska needs a State of Alaska Business License. Trespass is a Penal Code offense (Chapter 8.45); it was not read for a sign rule.
