Antioch, Californiano solicitor permit in the code; city business license for the company; No Peddlers or Solicitors signs bind
- The answer: No solicitor or peddler permit in the municipal code. The only section on the subject is one sentence: it is unlawful to peddle or solicit on premises posted with a clearly visible "No Peddlers or Solicitors" sign or words to the same effect (5-2.301). What the company does need is a city business license — it is unlawful to conduct any business activity in the city without one (3-1.103(A)). Reps do not each pay: no employee or direct representative of a licensee is required to pay a license tax for doing the licensee's work (3-1.103(A)).
- Where it comes from: Municipal Code Title 5, Chapter 2, Article 3 — Solicitors and Peddlers, and Title 3, Chapter 1 — Business Licensing. Business licenses come from the Finance Department's Business License office.
- Fee: No solicitor permit fee — the code names no such permit. For the company's business license the Finance Department lists a new-application fee of $34 and an SB-1186 state fee of $4, on top of the business license tax, which the code bases on annual gross receipts (3-1.201). The city says application and renewal fees went up effective 7/1/2026.
- Hours you may knock: Not published. The code sets no hours for door-to-door sales. The only clock times in the advertising chapter are for aircraft and sound-truck advertising, not for knocking doors (5-2.101, 5-2.401).
- What the rep carries: Nothing solicitor-specific. A licensee with no fixed place of business must carry the business license at all times while conducting the business and show it to any police officer or the Tax Administrator on request (3-1.111(B), (C)). The code does not say whether each employee needs a copy.
- What takes the time: The business license. The Finance Department's page says approval can take up to 2 to 4 weeks. Licenses run one year and renew annually (3-1.104).

- Worth knowing: Flyers: it is unlawful to leave commercial advertising, handbills or circulars on a private yard, lawn, driveway, vehicle or open area without the owner's consent; placing them on front porches, front doors or receptacles at the front entrance is allowed where care is taken to prevent littering (5-2.201). No one may advertise or announce a business activity in the city, including by handing out pamphlets or handbills, until the business license is in hand (3-1.103(B)).
