• The answer: Yes — a permit from the Apex Police Department before anyone peddles or solicits in the town (13-51). Soliciting includes going place to place taking orders for goods for future delivery or for services to be performed in the future (13-50). An employer files a separate application for each person who will solicit, and a separate permit is processed for each — one per rep (13-52). Paid canvassers and petition circulators are not exempt (13-54(5), (6)).
