• The answer: Yes — a permit and an identification badge before any house-to-house soliciting, canvassing or selling (50-29). The chapter covers anyone without a permanent licensed place of business inside the city who sells goods or services (50-1). Each applicant files his or her own application with photos (50-30).
• Where it comes from: Applications go to the City Clerk; the city administrator or designee investigates and issues or rejects the permit and badge (50-30(a), 50-31(a)). The badge is signed by the chief of police (50-33).
• Fee: $10.00 at filing to cover the investigation (50-30(c)), then $50.00 on issuance of the permit plus $4.00 for each identification badge (50-32) — so one rep with one badge pays $10.00, $50.00 and $4.00. Holders of an annual permit also apply for any required occupational license before working (50-31(d)); that fee is not in this chapter.
