Burbank, California: door-to-door solicitor permit

Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: Yes — a solicitor's permit and license from the Community Development Department, per rep (3-4-1105(A)). A company that employs solicitors can instead take out one blanket permit and license in its own name, good for one year from issuance, and each rep then carries a city registration card (3-4-1105(C), 3-4-1108). Taking orders house to house for goods or services to be delivered later makes a rep a "solicitor or canvasser" (3-4-1101).
• Where it comes from: Burbank Municipal Code Title 3, Chapter 4, Article 11, Peddlers, Solicitors and Itinerant Merchants. Applications go to Community Development; the city's Business License Applications page gives a Permit Technician at (818) 238-5280 or license@burbankca.gov.
• Fee: Not read. The code sets no number: an application fee and a license fee "in the amount set forth in the Burbank Fee Resolution," per solicitor, with a blanket license fee per solicitor for a company (3-4-1105). The city posts a Citywide Fee Schedule for FY 2026-27 on its Revenue page, but the PDF refused to load when checked, so no figure is given here.
• Hours you may knock: Article 11 sets no knocking hours for solicitors. The rest of the code was not swept for a time-of-day rule.
• What the rep carries: Under a blanket permit, the registration card: serial number, type of business, permit and license number, company name, and the rep's name, description, photograph and signature. It must be on the rep while working and shown on demand to anyone solicited (3-4-1108). Cards go back to the city when a rep leaves or within five days after the permit ends.
• What takes the time: An individual application needs two photographs taken within sixty days, finger- and thumbprints, five years of addresses, employer credentials and two character references or other evidence of good character (3-4-1106). Every application is referred to the Chief of Police for approval and investigation (3-4-1107). The code gives no deadline.

• Worth knowing: A company on a blanket permit must satisfy the Chief of Police that its reps are of good character, keep a current list of reps with name, address and any criminal record, and verify each rep carries a valid registration card (3-4-1105(C)). A license fee that burdens interstate commerce can be adjusted on application to the City Manager (3-4-1105(B)).
