• The answer: Yes — registration with the Town before anyone acts as a solicitor (5.04.020). A solicitor is anyone who tries to make contact with a resident at home without an invitation or appointment, mainly to sell a good or service, whether or not it is delivered at the time of sale (5.04.010). Registration is issued in the person's name and is not transferable, so one per rep (5.04.100). Noncommercial canvassers do not have to register (5.04.020).
• Where it comes from: The Town of Castle Rock, on application forms provided by the Finance Director or designee (5.04.040); the Town Manager administers the chapter (5.04.005).
