Centennial, Colorado: door-to-door solicitor permit

• The answer: No solicitor, peddler or canvasser permit — Centennial's Chapter 6 (Business Licenses and Regulations) has eleven articles and not one of them covers door-to-door sales. What a selling company does need is a retail sales tax license: it is unlawful for any Person Engaged in Business to fail to obtain a license required by the sales and use tax article (4-1-500(a)), and "Engaged in Business" expressly includes a company that "sends one (1) or more employees, agents or commissioned salespersons into the City to solicit business" (4-1-30). That is one license for the company, not a badge for each rep. The separate business registration in Chapter 6 does not reach a visiting crew — no registration document is required for a business that does not maintain a fixed business location within the City (6-1-30(c)).
• Where it comes from: The City Manager's office, through the city's Sales Tax and Licensing portal, on forms prescribed and furnished by the City Manager (4-1-500(b), (f)).
• Fee: The city's Sales Tax and Licensing page says the Retail Sales Tax License or Business Registration fee is $25.00, and that the license is biennial. The code itself sets no figure — it says the fee is "in the amount, if any, as may be determined by City Council by resolution" (4-1-500(e)) — so the $25.00 is the city's published number, not a code number. A company whose only tie to Centennial is economic nexus with no physical presence, and that remits through the state's SUTS system, is exempt from the license fee (4-1-500(e)).
• Hours you may knock: Centennial publishes none. There is no peddler or solicitor chapter, and Chapter 10 (General Offenses) sets no knocking hours and carries no "No Soliciting" sign offense. Its only solicitation sections are 10-13-20 and the panhandling sections, which cover soliciting the occupant of a vehicle on a street or highway, not knocking on a house. Ask the clerk before assuming a window.
• What the rep carries: The code names nothing a door-to-door rep must wear or show. There is no badge, no photo ID card and no per-rep registration anywhere in Chapters 6 or 10.
• What takes the time: The license application, not a background check. The code sets no fingerprinting, no bond and no photographs. For a business registration the Registration Officer must approve or deny within thirty (30) days of a completed application and fee (6-1-70(a)); the sales tax article sets no comparable deadline, so file early. Licenses are biennial, running January 1 to December 31 of the succeeding calendar year (4-1-500(f)).

• Worth knowing: Centennial contracts most of its services out and is unusual for a city this size in having no solicitation ordinance at all, so the street-level rule your reps will actually meet is Arapahoe County sheriff enforcement of trespass on individual properties, not a city permit. The code does make it unlawful to solicit or seek employment, business or a sale of any kind directly from the occupant of a vehicle on a public street or highway when the solicitor has to be on the roadway to complete the transaction (10-13-20(a)), which rules out working a stopped-traffic line between houses.
