Conroe, Texas: door-to-door solicitor permit

• The answer: Yes — a solicitor's permit, plus an identification card for each rep worn in plain view. It is unlawful to engage in soliciting in the city without first getting a permit (18-152(a)). A "solicitor" goes house to house selling or taking orders for merchandise not then in his possession, and "merchandise" includes services; a "peddler" sells goods he has with him (18-132). The permit goes to the applicant — a person or a company — and names each person authorized to work under it (18-156(a)).
• Where it comes from: The director of community development, on the director's form (18-155). The article defines "director" as the city building official or another person the city administrator designates (18-132).
• Fee: $25.00 for a solicitor's permit, good for 90 days, plus $10.00 for each permit identification badge issued — per the city's Appendix A fee schedule, entry 18-154. One permit with one rep is $25.00 plus $10.00 per 90 days. The application also needs a $1,000.00 surety bond that stays in force for two years after the permit expires (18-155(7)).
