Deltona, Floridano solicitor permit, business tax receipt under the solicitors classification, 175.00 a year, no city hours
- The answer: No solicitor permit — but a local business tax receipt, and the city has a classification with your name on it. Deltona's code has no peddlers, solicitors or canvassers chapter and no door-to-door registration. What it has is 22-4: nobody may engage in, manage, transact or carry on any business in the city without first getting a local business receipt. The fee schedule's rate table then lists "Solicitors/Canvassers/Peddlers" as its own classification, so the city clearly expects door-to-door sellers to hold one.
- Where it comes from: The city, through the planning and development department for the application and the finance director (or designee) for the receipt itself (22-5, 22-15(a)). - Fee: Appendix A prints the Solicitors/Canvassers/Peddlers classification at 40.00 for six months and 175.00 for one year. The schedule's rate column is dollars and prints no dollar sign on that row. The code itself sets no figure — 22-3 says the tax is "in the amounts set by resolution and printed in appendix A." There is no separate permit or badge fee, because there is no permit.
- Hours you may knock: Deltona publishes no knocking hours. The one place the code sets solicitation hours is the rights-of-way and parks article, which governs asking motorists and park users, not knocking doors (22-202). Ask the Business Tax Office before working evenings.
- What the rep carries: The receipt itself, on the person. A business working from a fixed place in the city displays the receipt there; a business "not operating from a fixed place of business" must keep the receipt on the person at all times while working (22-6). For a door-to-door crew that is the rule that applies.
- What takes the time: The application goes to the planning and development department with the business name and type, address and phone, owner details, an emergency contact, a description of the business, and either a fictitious name registration or a signed statement of why one is not needed (22-15(a)). An inspection is the sticking point: no receipt issues until the business location has been inspected by a city inspector and the fire department (22-15(b)) — worth asking how that is handled for a company with no location in Deltona. A denial can be appealed to the city manager within ten days (22-15(d)). Florida's own home solicitation sale permit (F.S. 501.022) is filed with the clerk of the circuit court, here Volusia.

- Worth knowing: The city's own Business Tax Office FAQ says any business with a physical base of operations inside the city limits, residential or commercial, must register — which is the question to settle for an out-of-town crew. Roadway work is a different animal: soliciting on a non-state public right-of-way or in a city park without a city permit is prohibited at all times (22-201), and a permitted right-of-way solicitation runs only Monday through Friday not earlier than 9:00 a.m. and not later than 5:00 p.m., and Saturday not earlier than 11:00 a.m. and not later than 6:00 p.m., never Sundays or federal holidays (22-202). That permit also wants 14 days' notice, a written safety plan approved by the Volusia County Sheriff's Office, and general liability insurance of not less than $1,000,000.00 per occurrence. None of that touches knocking on a front door.
