• The answer: Yes — a solicitor or canvasser license (8-70). A solicitor includes anyone going house to house soliciting orders for goods or for services to be furnished or performed, for present or future delivery (8-67). Each applicant files his own sworn application with photo and fingerprints, and licenses cannot be transferred, so it is one per rep (8-71, 8-75(c)). Visits at the resident's express prior request or invitation are outside the article (8-67).
• Where it comes from: The application goes to the planning and zoning department's licensing division (8-71(a)); the office of business tax receipts approves and issues the license (8-72(c)).
• Fee: A $20.00 investigation fee at filing (8-71(b)), then a license fee of $30.00 per 30-day period or any part thereof, or $250.00 per year (8-73). Every applicant also files a surety bond running to the city in the amount of $1,000.00 (8-74).
