Edmond, Oklahoma: door-to-door solicitor permit

• The answer: Yes — a license from the City Clerk before any canvasser, solicitor or peddler works inside city limits (4.16.010). The code's canvasser/solicitor is anyone going place to place taking orders for goods or for services to be performed later, so fiber, solar, pest and security reps are covered (4.16.020). The Clerk's sheet says the license is per individual; the city will not issue a blanket license to a company.
• Where it comes from: The Edmond City Clerk, through the online permitting portal (PERMITS.EDMONDOK.GOV), as an "Occupational License - Solicitor." The Chief of Police or designee investigates and approves each application (4.16.040), and the Clerk issues the license (4.16.050).
• Fee: $75.00 per applicant, paid to the City Clerk when the application is filed: a nonrefundable $35.00 investigation cost plus the $40.00 license fee, and the $40.00 is refunded if the application is denied (4.16.030). The Clerk's sheet (revised July 2026) lists the same $75.00 per applicant. Card payments carry a 3.5% processing fee from the payment company; eCheck carries $0.75.
• Hours you may knock: No house-to-house or door-to-door selling between nine o'clock p.m. and nine o'clock a.m. on any day, unless the resident invited you or set an appointment (4.16.080). The rule reads "no person," so it binds licensed and unlicensed reps alike.
