Greeley, Colorado: door-to-door solicitor permit

• The answer: No solicitor or peddler permit — Greeley's code has no peddler, solicitor, canvasser or transient merchant licensing chapter. What it does have is a business license: it is unlawful for any person to engage in business in the city without first having obtained one, and the section reaches any business "which consists, without limitation, of the selling of goods, wares or merchandise or the performance or rendering of any service for charge" (8-58(a)). That is one license for the company, not a badge for each rep. The Outdoor Vendor License in Chapter 5 is a different animal — it covers vending from an outdoor location such as a food truck, pushcart or a temporary sales lot (8-140), not knocking on doors.
• Where it comes from: The licensing officer, on the officer's written form (8-58(b)). The city runs applications and renewals through the Sales Tax and Business License online portal; the Sales Tax Division at Finance is the contact.
• Fee: Greeley does not publish it. The code says only that the application must be accompanied by "the full amount of the fee, if any, as set annually by the city manager" (8-58(b)(2)), and that license and permit fees for each license type "shall be in the amounts set annually by the city manager in writing" (8-7). The city's Business Licenses and Resources page prices several specialty licenses but shows no price for a standard business license, and no city manager fee schedule is posted on the site. Call before you budget.
• Hours you may knock: Greeley publishes none. There is no peddler or solicitor chapter to set them, and Title 14, Chapter 6, sections 14-186 to 14-189, the only door-to-door sections in the code, name no clock times. Ask the clerk before assuming a window.

An earlier invitation to one address is not an implied invitation to another (14-187), and a breach is a misdemeanor infraction (14-188).
