Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: Not confirmed. The City Secretary's page says the office processes applications and issues permits for itinerant vendors and solicitors. The current code chapter that says who needs one could not be read: the city's code host blocked automated reading. An undated scan of older code pages on the city's Health department page (Peddlers and Itinerant Merchants, 115.26 to 115.31) shows itinerant and transient vendors registering with the city and getting a police-issued registration card before selling. • Where it comes from: The City Secretary's office, per its own page. In the older scanned pages, the fee is paid to the City Secretary and the Police Department issues the registration card, signed by the Chief of Police, after an investigation (115.26, 115.28).
• Fee: Not confirmed. The older scanned code pages set a $50 license fee for each itinerant or transient vendor, paid to the City Secretary at registration (115.28, Ord. 55-18). The scan is undated and the current code could not be read, so whether $50 is still the fee is not known.
• Hours you may knock: Not read. The current code chapter was blocked, and the scanned pages do not set hours.
• What the rep carries: Not confirmed. In the older scanned pages the registration card shows the rep's name, the company, the product or service sold, and the Chief of Police's signature (115.26).
• What takes the time: In the older scanned pages, a police investigation of up to seven days, and no selling until the registration card is received (115.26, 115.27). Registration runs one year (115.29). Not confirmed against the current code.
• Code: Harlingen Code of Ordinances, hosted on eCode360 (linked from the City Secretary's page). The current peddler and solicitor sections were not read. The Health department's scanned pages are headed Peddlers and Itinerant Merchants, 115.26 to 115.31, in a Business Regulations title.
• Worth knowing: The older scanned pages say the registration and license requirement ends for as long as the registrant, or the company it represents, keeps a residence or business in Cameron, Willacy or Hidalgo County (115.29). Not confirmed against the current code.
