High Point, North Carolina: door-to-door solicitor permit

Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: Yes — a permit, per rep. It is unlawful to engage in peddling, soliciting or canvassing in the city without first obtaining one (11-5-3), and each applicant files personally (11-5-4(a)). A solicitor or canvasser is anyone going house to house taking orders for goods for future delivery or for services to be performed in the future (11-5-1(a)). Reps who call only on industrial, commercial or professional establishments are outside the article.
• Where it comes from: The director of police services or a designated agent — High Point Police Department — on a sworn written application (11-5-4(a)).
• Fee: The code gives no figure: "a fee as fixed from time to time by the council" is paid at filing to cover the cost of issuing the permit (11-5-4(b)). No posted amount was found on the city's site. Renewal between June 1 and July 1 is without charge (11-5-12).
• Hours you may knock: The chapter sets none. Peddlers, Solicitors and Canvassers, Article A, has no time-of-day section.
• What the rep carries: The permit, which carries the rep's name, address and photograph and the kind of goods sold (11-5-6). Any police officer or city tax collection official may require it to be produced (11-5-8).
• What takes the time: The application packet: two photographs, two inches by two inches, taken within the prior 60 days; fingerprints, with a copy kept by the police department; a statement of any convictions; employer credentials; and a physician's statement dated not more than 10 days before filing (11-5-4(a)). The police review the criminal record before approving (11-5-5). No processing time is published.
