Jonesboro, Arkansas: door-to-door solicitor permit

• The answer: Yes — an itinerant license. Each itinerant person in business as a merchant, vendor, solicitor, door to door canvasser or salesman pays the city collector a license fee (62-146). The code has no separate peddler or solicitor permit chapter.
• Where it comes from: The City Collector, Collections Office, 1st Floor of the Municipal Center, 300 S. Church Street. The Collections page carries the Privilege License Application.
• Fee: The code does not print the amount — the itinerant fee and the deposit are both "established by the council" (62-146, 62-139). A newcomer pays the fee as a deposit, refunded if the business stays in continuous operation in the city for six consecutive months (62-146). The city's posted fee schedule covers planning and inspection fees only.
• Hours you may knock: The code sets no door-to-door hours. Chapters 1, 2, 22, 30, 38, 42, 46, 50, 58, 62 and 66 were checked; the only solicitation hours are for charity roadblocks in the street (66-2), which do not apply to door-to-door sales.
• What the rep carries: Licenses are posted at the place of business, or the holder shows the license on demand to the city collector or any police officer (62-133).
• What takes the time: No background check, bond or processing time is published. The Privilege License Application routes new businesses through Planning/Zoning and a Certificate of Occupancy inspection before payment; whether that applies to an itinerant license is not stated.
