Jurupa Valley, California: door-to-door solicitor permit

• The answer: The code has no door-to-door solicitor permit. Title 5, Business Regulations, has no peddler or solicitor chapter, and the one solicitation chapter in the code (11.10) is about aggressive solicitation in public places and on medians. What the city does require is a Business Registration Certificate before commencing business or any work in the city, and the city's Out of City application says that holds whether or not the business is physically located in Jurupa Valley. The city says it is a registration, not a business license tax (5.05.010).
