Kenner, Louisiana: door-to-door solicitor permit

Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: Yes — a permit under Article VIII. House-to-house canvassing or solicitation of an economic or commercial nature is allowed only with a permit (10-170(a)), and the applicant and each person selling on its behalf must pass a background check (10-171(6)).
• Where it comes from: The director of code enforcement takes the application (10-171).
• Fee: Not confirmed for door-to-door. The article's fee section charges each vendor $100.00 "for the conduction of business at a single location," valid three consecutive calendar days, or $2,500.00 a year for a business selling in its own parking area (10-172(a)). Neither option is written for house-to-house sales.
• Hours you may knock: The code sets no knocking hours in Article VIII. The old section on soliciting upon private residences (7-168) was repealed in 1996.
• What the rep carries: The article requires a city sign or I.D. showing the vendor's trade name, authorized location and time of authorization, displayed at the location (10-174); it is written for fixed-location vendors. No badge rule specific to door-to-door reps was found.
• What takes the time: A background check with a police-record check for the applicant and every seller; anyone ever convicted of a felony is denied (10-171(6)). The application also calls for state and city occupational licenses and a sales tax number (10-171(3)). No processing time is published.

• Worth knowing: No vendor under the article may harass the public to buy (10-177). An applicant that is an itinerant vendor as defined by R.S. 37:1921 also supplies the name and address of its agent and a copy of the bond required by R.S. 37:1922 (10-171(5)).
