Laredo, Texas: door-to-door solicitor permit

• The answer: Not published. Laredo's Code of Ordinances has no peddler, solicitor or canvasser chapter for commercial door-to-door sales. We read Chapter 18 (Licenses, Permits and Miscellaneous Business Regulations) and searched the code for solicitor, peddler, itinerant and house to house; nothing covers a rep selling at a residence. The city's Permit Applications/Requirements page lists a Vendors Permit, but its application is for a private premises vendor at one described property, not a rep going door to door. Confirm by phone with the City Clerk Call Sheet.
• Where it comes from: Two parts of the code come close and neither fits. Chapter 18, Article II permits a "private premises vendor" at one described location, with the property owner's permission on file (18-4, 18-5). Chapter 21, Article XII (Aggressive Solicitation) defines solicit as asking for an immediate donation, not a sale (21-251). The city's Vendors Permit application asks for the address of the location, a recorded deed, a site plan and the owner's signature. Chapter 18, Article V (new business registration) is a site-based registration that ends in a certificate of occupancy (18-21 to 18-24).
• Fee: None published for commercial door-to-door sales, because the code names no permit for it.
• Hours you may knock: The code sets no knocking hours for commercial sales. The sunset-to-sunrise rule in 21-252 sits in the donation-solicitation article.

• Worth knowing: Article XII also makes it unlawful to solicit "on private property, unless the solicitor has permission from the owner or tenant" (21-253), but that article's definition of solicit is a request for a donation (21-251).
