League City, Texas: door-to-door solicitor permit

• The answer: Yes — two things. The company needs a permit before it puts anyone on doors, and every rep needs his or her own identification card (78-4). A "solicitor" is someone who goes house to house without an appointment taking orders for future delivery of commercial goods or services; a "peddler" sells on the spot; a "canvasser" drops commercial flyers without contact. All three are covered (78-1).
• Where it comes from: The League City Police Department. The application goes to the chief of police or his designee, who issues the permit and the identification cards (78-1).
• Fee: Permit application: $200.00, or $100.00 if the applicant's principal place of business is in League City. Plus $50.00 for each identification card issued. Fees are collected at the time of permit application (78-5). So an out-of-town company with one rep pays $200.00 plus $50.00. The permit is valid for 12 months (78-8(b)), but an identification card is valid for six months or until the permit expires, whichever is sooner (78-9) — the code does not say whether a replacement card costs another card fee.
• Hours you may knock: Monday through Saturday between 9:00 a.m. and the earlier of sunset or 7:00 p.m. No Sundays (78-14(a)(6)). The city's own June 2026 news post adds that solicitors are not allowed to operate on major city-recognized holidays; that line is not in the code section.
• What the rep carries: The city identification card with the rep's name and current photograph, worn in a conspicuous location on the outer clothing and shown to anyone approached who asks (78-10).
• What takes the time: A criminal history check on every rep, with written consent, before a card can be issued (78-6(6), 78-7). Each rep must also complete the city's mandatory online training program and pass its examination before getting a card (78-1, 78-9). A current photograph of each rep goes in with the application; no photograph, no card (78-1). The permit must issue within seven business days of a complete application unless there is a ground for denial (78-8(a)).

• Worth knowing: A "no soliciting" or "no solicitors" sign in the front yard or on the door binds peddlers, solicitors and flyer canvassers alike. A sign posted by a developer or HOA at the entrance of a subdivision with public streets does not count, but signs at all entrances of a neighborhood with privately-owned streets do (78-14(a)(1)-(3), (7)). Front or main entrance only, and stay on the walkway (78-14(a)(4)). If the occupant says police have been called, the rep must wait on the sidewalk until they arrive (78-14(a)(8)). Conviction of a felony or a misdemeanor involving moral turpitude is a ground for denial, and a revoked permit means no new permit for 12 months (78-8, 78-11(f)).
