• The answer: Yes — a peddler's permit, one per rep. No peddler or solicitor may do business in the city without one (4.05.041), and no permit goes to a corporation or partnership: each individual peddling or soliciting needs their own, even when working as an agent for a company (4.05.052(a)). The code's "peddler" includes a commercial solicitor, and its "solicitor" covers anyone going house to house taking orders for services or goods delivered later (4.05.001).
