Lehi, Utah: door-to-door solicitor permit

• The answer: Yes — a solicitor's certificate, which the city calls a Solicitor Business License, per person, plus a city badge. Everyone who wants to knock doors in Lehi submits a completed application to the Licensing Officer and gets a certificate before doing so (4-4-6). Being on a private residence as a solicitor for home solicitation sales, or to provide goods or services, without one is prohibited (4-4-5). The application is made in person at Lehi City Hall, and the city takes the badge photograph there.
• Where it comes from: The Licensing Officer, in person at Lehi City Hall, 131 N. 100 E. Identity is verified in person from a valid driver license, passport, state-issued identification card or United States military identification (4-4-7(B)(3)).
• Fee: Two city documents disagree, so call before a crew travels. The city's approved FY 2027 Fee Schedule lists Solicitor (per person) at $60 — the same row reads $50 for FY 2025 and $60 for FY 2026. The city's business licensing page still says the cost is $50 per solicitor. The fee schedule is the later document. The code names no number: 4-4-7(D) says only that the fee may not exceed the reasonable cost of reviewing and processing the application and issuing the certificate and identification badge.
• Hours you may knock: Soliciting hours are between 9:00 a.m. and 8:00 p.m., as the city's business licensing page puts it. The code says the same thing the other way round, and binds a rep whether licensed or not: it is unlawful to solicit at a residence before nine o'clock (9:00) A.M. or after eight o'clock (8:00) P.M. Mountain time, unless the solicitor has express prior permission from the resident (4-4-19).
• What the rep carries: The certificate, carried at all times while soliciting in the city, naming the registered solicitor, the responsible person or entity and the expiry date, dated and signed by the licensing officer (4-4-11(A)). And the city identification badge, worn prominently on the person, bearing the city's name, the solicitor's name, an address and phone number (the rep's or the company's), a recent photograph, and the expiry date (4-4-11(B)). The city may also print on the badge that it does not endorse the solicitor or what is being sold. Certificates are not transferable (4-4-13).
• What takes the time: The BCI check. Each applicant brings an original BCI background check plus a signed waiver letting the city run a name and date-of-birth BCI check (4-4-7(B)(7)); the city's page asks for a Utah Criminal History run within the last 6 months, and names the Bureau of Criminal Identification in Taylorsville as where to get it. Also proof that the rep or the company is registered with the State Department of Commerce (4-4-7(B)(4)), a special events sales tax number if applicable (4-4-7(B)(5)), any former names or aliases used in the last ten years (4-4-7(B)(2)), and nine yes-or-no disclosures covering felony homicide, abuse or exploitation of a minor, controlled substances, sexual assault, a felony in the last ten years, prison in the last five, certain misdemeanors in the last five, a fraud judgment, parole or probation, an outstanding warrant and a protective order (4-4-7(B)(8)). The city moves fast once the packet is complete: within one business day it either issues the annual certificate or writes back with the reason it will not (4-4-10(A)). The certificate runs a year and expires at twelve o'clock (12:00) midnight on the anniversary of issuance (4-4-10(B)). For more than five applicants at once, the city asks that you call its Information Center first.

American Legal Publishing states the code is current through Ord. 10-2026, passed 3-10-2026. The fee comes from the city's FY 2027 Fee Schedule.
• Worth knowing: A registered solicitor needs no other city license, permit or registration to knock doors, and the company behind the reps needs none either, as long as it sets up no temporary or fixed place of business in Lehi (4-4-2(A), (C)). A business that is licensed by the city and uses employees, contractors or agents to knock doors still has to get each of them a certificate (4-4-2(B)). On signs: an occupant may post a "No Solicitation" sign on or near the main entrance door or near the property line by the sidewalk, that display is notice, it is the solicitor's job to check every residence before soliciting, and the rule binds solicitors who are exempt from registration too (4-4-17). The city's own page puts it plainly: a solicitor may not knock on any door that has a "No Soliciting" sign.
