Mission, Texas: door-to-door solicitor permit

Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: Unclear — the Mission code has no peddler, solicitor or door-to-door sales chapter that we could find. The nearest rule is the itinerant vendor license: no itinerant vendor, or agent or employee of one, may sell goods or exhibit them to take orders in the city without an unexpired license (82-121). An itinerant vendor is anyone running a temporary or transient business selling goods or merchandise or taking orders for them (82-101). The article is written around a sale site — the application asks for the premises and any lease (82-122(4)) — so whether it reaches a rep knocking doors for a service is not stated. Selling or taking orders from motorists on streets and medians is banned outright (82-68).
• Where it comes from: If the itinerant vendor license applies: a sworn application to the planning director at least 20 days before the sale, which then goes to the city council for formal approval; no license issues without council approval (82-122). The planning department issues it (82-125).
• Fee: For the itinerant vendor license, $50.00, paid before the license issues (82-124), plus a bond of $2,000.00 per vendor delivered to the city secretary after council approval (82-123). No fee is set for door-to-door solicitation as such.
• Hours you may knock: None found. No knocking hours appear in Chapter 82 (Sales), Chapter 66 (Offenses), Chapter 78 (Police), Chapter 94 (Streets and Sidewalks) or Chapter 102 (Taxation).
• What the rep carries: Nothing is set for a door-to-door rep. An itinerant vendor license is displayed at the sale premises (82-128), covers one person, and is not transferable (82-126).
• What takes the time: For the itinerant vendor license: filing at least 20 days ahead and waiting for the next available city council meeting (82-122). The license lasts no more than 120 days (82-127).
