Door-to-Door Permit Rules in Montana: 2 Cities Checked

So far 2 cities in Montana have been checked. Each one links to its own card, which cites the ordinance and shows the date it was checked.

Billings

  • Permit: No separate solicitor permit was found in the city code.
  • Fee: The basic annual tax, general category, runs by gross revenue: $55.00 for 0 to 100,000, then $90.00, $140.00 and $215.00 for the three higher brackets, with an addition per employee or contractor over 5 full time equivalents (13-424). The code sets no separate per-rep fee.
  • Hours you may knock: The code sets none. No knocking hours appear in the business tax division, in Chapter 7 (Businesses) or in Chapter 18 (Offenses); the only solicitation article there is aggressive solicitation.
  • Checked: 19 September 2026

Missoula

  • Permit: Yes — an Itinerant Vendor business license, plus a police background check for every owner and employee.
  • Fee: Set by council resolution (5.08.030). The 2026 Business License & Registration Fee Schedule lists Itinerant / Mobile Vendor at $ 50 per FTE (full-time-equivalent owner or employee), minimum $ 200 (4 FTE), maximum $ 4,250 (85 FTE). Background Checks Investigations: $ 70 per background check. Renewal: $ 27 per FTE, minimum $ 108. A tech fee of 5% of total fees is added. The license fee is not prorated.
  • Hours you may knock: Title 5 and the solicitation chapter (9.36) set no knocking hours.
