Nampa, Idaho: door-to-door solicitor permit

Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: Yes — a peddlers and solicitors license, per rep. It is unlawful to ply the trade without first obtaining a license (5-5-2). A solicitor is anyone going house to house taking orders for goods for future delivery or for services to be performed in the future (5-5-1). Reps who sell only to local businesses, governments or schools are outside the chapter (5-5-3).
• Where it comes from: The Nampa City Clerk's Office, which refers every application to the Nampa Police Department for investigation (5-5-7(A)). The clerk posts the Peddler\Solicitor License application and a public list of approved door-to-door companies.
• Fee: The code names two nonrefundable charges without a figure — an investigation fee at filing and the license fee — plus the Idaho State Police fee for the criminal records check, paid in advance (5-5-6, 5-5-7(A)). The amounts are on the city's application form, which could not be opened. A rep who collects money for future delivery also posts a surety bond or cashier's check of $500.00, and an employer posts $500.00 for each employee or agent, unless the council waives it (5-5-8).
• Hours you may knock: The chapter sets none. Peddlers and Solicitors (5-5-1 to 5-5-13) has no time-of-day rule.
• What the rep carries: The license, kept on the person and shown at any time on request (5-5-9). The clerk's page says each approved peddler is required to wear the city-issued Peddler Permit Badge.
• What takes the time: Fingerprints and a state and FBI criminal records check through the Idaho State Police (5-5-7(A)), and a colored copy of the rep's driver's license with the application (5-5-4). Any felony within five years, or a listed misdemeanor within five years — including theft, drugs, DUI or reckless driving — bars the license (5-5-7(B)). No processing time is published in the code.

• Worth knowing: The license term is three, six or 12 months, as specified on the license (5-5-6(C)). No licensee may enter premises posted "No peddlers allowed" or "No solicitation allowed" or words to that effect, or keep soliciting after being told no (5-5-11). The clerk publishes each approved company, its number of solicitors and its license end date, and tells residents to call police on anyone unlicensed.
