• The answer: Yes — a solicitor permit. The city's Master Fee Schedule lists "Solicitor (Annual)" as a per-permit Police fee, and the Police Records Bureau handles vendor and solicitor permits. The code chapter itself could not be opened, so who must hold one (each rep or the company) is not confirmed from the code.

• Fee: $257.00 per permit per year under the Master Fee Schedule effective July 1, 2026, rising to $264.00 on January 1, 2027, plus the California Department of Justice fee and the rolling fee, which are not included (fee 11.2.6). The rolling fee for fingerprinting or Live Scan is $48.00 each (fee 11.2.14). Renewals of annual permits are $257.00 (fee 11.2.8).
