Door-to-Door Permit Rules in New Hampshire: 2 Cities Checked

So far 2 cities in New Hampshire have been checked. Each one links to its own card, which cites the ordinance and shows the date it was checked.

Manchester

  • Permit: Yes — a peddler's license from the City Clerk.
  • Fee: $150 with an application for an annual license, or $25 with an application for a temporary license — cash, money order or bank check, and the fee for the initial license is the application fee (115.41). The business license schedule says the same thing: peddlers licensed under 115.40 through 115.44 pay an annual business license fee of $150, or $25 for a temporary license (110.20(C)(4)). Fees go in with the application and are nonrefundable (115.02).
  • Hours you may knock: The only clock the peddler subchapter sets is in the prohibited conduct section: a peddler shall not operate at any time other than the hours of 9:00 a.m. to 2:00 a.m., unless the work is part of a special permitted activity or the license itself says otherwise (115.44(Q)). Most of that section is written for stands and vehicles, and the application asks the applicant to state hours of operation (115.40(B)(10)), so the license the Clerk writes can be narrower than the ordinance. Read the hours off the face of the license before a crew knocks.

Nashua

  • Permit: Yes — a vendor's license from the City Clerk.
  • Fee: $10 for each day less than one week, $25 for one week, or $100 for the year (231-11(G)). The Clerk's own licenses page prints the same three numbers for hawkers and peddlers. Annual licenses expire December 31 whatever month they were bought (231-11(H)).
  • Hours you may knock: Not published for hawkers and peddlers. The article sets clock hours for exactly one trade: an itinerant magazine salesman may not work except between the hours of 9:00 a.m. and 8:00 p.m. (231-16(A)). Nothing in the article puts hours on a hawker or peddler. The Clerk can attach conditions to any license, and the Building, Health, Police or Fire Departments can order more at any time in the license period (231-11(D)), so hours may arrive on the license itself — read it.
