The city's Business Licensing page says a license is required to operate any business in the city (OMC 5-1A-2), and "business" covers every trade or activity carried on for gain (5-1A-1). Ogden's own peddler and solicitor rules sit in its code on American Legal Publishing, which blocked the reader, so whether a separate per-rep solicitor license applies could not be read.
