Orem, Utah: door-to-door solicitor permit

• The answer: Yes — a Certificate of Registration as a solicitor, per rep, before any soliciting at a residence (12-5-8(C)(1)). The city's licensing page says anyone selling a product or service door to door needs a Solicitor's License even if the company already holds an Orem business license. Political, religious and other noncommercial canvassing and charitable solicitation are exempt (12-5-8(D)).
• Where it comes from: The Director issues it (12-5-8(C)(1)). Per the city page, the rep first gets a copy of his Utah criminal history in person at the Orem Police Department, applies online, then brings a driver's license copy and the background check to the Community Development Office at 56 N State St.
• Fee: The code leaves the fee to the city, capped at reasonable administrative costs (12-5-8(E)(3)). The city's Solicitors License page lists a $58.00 application fee plus $10.00 for a solicitor badge, and the Utah background check copy from Orem Police is a separate $68.
