Peoria, Illinois: door-to-door solicitor permit

• The answer: Yes — a peddler's license. Peoria's code counts anyone moving house to house taking orders for goods, wares, subscriptions or merchandise for future delivery as a peddler (18-356), and no person may do business as a peddler without a license (18-376). The application is made by the individual, with the employer listed on it (18-377).
• Where it comes from: The city comptroller issues it on a written application (18-377, 18-379). The city's Peddler / Solicitor License page routes applications to Accounts Receivable, 419 Fulton St., Rm. 111.
• Fee: $60.00 per calendar year or part of one, paid before filing and refunded if the application is denied (18-378). The city page lists the same $60.00 annually and says fees are not prorated.
• Hours you may knock: No peddling between 10:00 p.m. and 10:00 a.m. (18-357(b)). The city page puts it as 10:00 AM to 9:59 PM on its restrictions list.
• What the rep carries: The city license, in the rep's possession at all times while peddling, shown to anyone who asks (18-380).
• What takes the time: The city page requires a fingerprint/background check, proof the applicant is 16 or older, a government ID, and a certificate showing the company is in good standing with the State of Illinois. The code asks for criminal history and a state sales tax number or other proof of registration with the state department of revenue (18-377), and bars recent theft, burglary or fraud convictions and certain felonies (18-379).
