Perris, California: door-to-door solicitor permit

Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: Yes — a solicitor license from the finance director before taking orders house to house for goods or services delivered in the future (5.06.010, 5.06.030). Each individual solicitor needs his own license, even if the company holds a Perris business license (5.06.300(c)). Charitable, religious and nonprofit groups register instead (5.06.330).
• Where it comes from: The Perris finance director / finance department, on a written application signed under penalty of perjury (5.06.060).
• Fee: The chapter says the solicitor license fee is the amount set by council resolution for businesses with no fixed location (5.06.300(b)). The business license fee schedule printed in the code (Exhibit A) lists individual solicitors, canvassers and peddlers at $15.63 quarterly or $62.50 annually, in addition to and separate from the license required by the business, and a business with no fixed location in the city (salesmen, solicitors) at $100.00 a year (5.12.020). The current council resolution could not be read, so which figure applies today is not confirmed. Seniors over 65, minors under 18 and qualifying disabled veterans are exempt from the fee (5.06.300(d)).
• Hours you may knock: No entering any residence, hotel or other dwelling between the hours of 6:00 p.m. and 9:00 a.m. unless the occupant invites you (5.06.600).
• What the rep carries: A badge issued with the license, reading "licensed solicitor," with the license period, number and a 2x2 color passport photo, worn on the front of the hat or outer garment and conspicuous at all times while working (5.06.150). The license itself is signed in ink, carries a right index fingerprint, and may not be used by anyone else (5.06.210).
• What takes the time: The finance director issues the license within ten working days after a complete application; an incomplete one is not accepted for processing (5.06.090, 5.06.120). The application asks for criminal history, a driver's license or DMV ID number, vehicle details and two character references in the county (5.06.060).

• Worth knowing: No soliciting at any premises clearly posted with a sign prohibiting solicitation (5.06.630). No licensed solicitor may work within one-quarter mile of any school or church unless invited (5.06.480). Persons invited by the owner or occupant are outside the chapter (5.06.750).
