Redding, California: door-to-door solicitor permit

Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: Yes — two things, and the card is per rep. No one may visit a dwelling house in Redding to solicit orders for, peddle or hawk goods, services or merchandise without first getting a business license and a peddler's and solicitor's registration card from the city clerk, and the chapter says plainly that this is on top of the Title 6 business license requirement (6.22.010). The registration is short by modern standards: name, home address, local address, telephone, the company represented, the type of merchandise or service, and proof of photo identification from the rep's home state (6.22.020(A)). The whole chapter was repealed and rewritten by Ord. No. 2485 on July 17, 2012 — the older, longer Redding peddler ordinance is gone.
• Where it comes from: The City Clerk, on the clerk's own application form, which is also the office that validates the registration card (6.22.010, 6.22.020).
• Fee: Chapter 6.22 sets no charge for the registration card itself. The license fee sits in the code's own fee schedule: all solicitors, including book agents for the sale of books, maps or pictures, and itinerant photographers, pay a fee of fifty dollars per quarter at the time the license is obtained (6.04.180). For comparison, retail peddlers of agricultural products pay twenty-five dollars per quarter (6.04.120). A quarterly license means a year-round team renews four times a year.
• Hours you may knock: Redding publishes no knocking hours in its soliciting and peddling chapter. Chapter 6.22 as rewritten in 2012 runs only five sections — registration required, registration, the "No Peddling" or "No Soliciting" sign rule, violations and enforcement, and severability — and none of them names a clock time. Title 9, Health and Safety, has no solicitation chapter either. Ask the clerk before you set a knocking window.
• What the rep carries: Both documents, on the person, at all times while soliciting: the validated peddler's and solicitor's registration card issued by the city clerk, and photo identification issued by the rep's state of residence. If a resident at the door or a Redding police officer asks, the rep displays both immediately (6.22.020(B)).
• What takes the time: The chapter sets no processing clock, requires no fingerprints, no photographs and no background check — just the application and state-issued photo ID (6.22.020(A)). Ask the clerk how long the counter turnaround actually runs.
• Code: Redding Municipal Code Chapter 6.22, Soliciting/Peddling (6.22.010 to 6.22.050, enacted by Ord. No. 2485, §§ 1, 2, 7-17-2012), with the license fee in Chapter 6.04, License Fee Schedule. • Worth knowing: The sign rule is the sharp edge here. It is unlawful to solicit, peddle or hawk at any house or residence where a sign in clear view prohibits it, and the section says a sign prohibiting either soliciting or peddling is construed to prohibit both — so "No Peddling" shuts out a fiber rep as surely as "No Soliciting" (6.22.030). Enforcement is open-ended: the chief of police, every city police officer and any enforcement officer the city manager designates may enforce the chapter by civil, criminal or administrative process (6.22.040). Members of an association or society working for benevolent or charitable purposes, or to assist a church or school, are outside 6.22.010 — that carve-out does not reach commercial sales.
