• The answer: No solicitor permit found. The Roanoke code has no peddlers or solicitors chapter; the one door-to-door rule is a curfew on evening sales in the Offenses chapter (21-31).
• Where it comes from: No permit office for commercial door-to-door sales. City business licenses come from the Commissioner of the Revenue under the License Tax Code (19-11).
