• The answer: Yes — a solicitor's permit from the city, for anyone going residence to residence selling goods or services, on their own behalf or as an agent or employee of another (5.28.010, 5.28.020). Permits are not transferable, so one per rep (5.28.080). The application needs a current business license certificate, so the business also holds a city business license (5.28.050, 5.04.060).
• Where it comes from: The city manager or a designee administers the chapter and signs or stamps the application, which becomes the permit (5.28.030, 5.28.060). Applications are submitted in person (5.28.050).

• What the rep carries: A copy of the solicitor's permit and a government-issued photo ID, carried at all times while soliciting and shown to any city enforcement officer or any resident who asks (5.28.070). A business license holder without a fixed place of business in the city keeps the certificate on their person (5.04.220(B)).
• What takes the time: In-person filing of the application, the business license certificate and a government photo ID (5.28.050). The rep signs a notice acknowledging the "No Solicitors" rule and verifies the application under penalty of perjury (5.28.040(D)-(F)). The chapter sets no background check and no processing time.
