San Angelo, Texas: door-to-door solicitor permit

Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: Yes — a license from the city, per person. It is unlawful to go from house to house soliciting, selling or taking orders for any goods, wares, merchandise or services without a current license (5.04.031(a)). The license gives no authority to anyone but the applicant and cannot cover more than one person (5.04.035, 5.04.037), so every rep needs one.
• Where it comes from: Code of Ordinances Chapter 5, Article 5.04 — Itinerant Merchants. The written sworn application goes to the police department, identification division, and the police department issues the license (5.04.032, 5.04.035).
• Fee: Not confirmed. The code says the fee is a standard fee for all applicants, set to cover the cost of processing, and "as provided for in the fee schedule found in appendix A" (5.04.033(a)). Appendix A in the online code is reserved for these fees and points to the city's adopted Schedule of Fees and Charges; the city's website blocked the fee schedule PDF when we tried to read it. Exempt from the fee, but not from the license: persons duly engaging in interstate commerce, and charitable causes (5.04.033(b)).
• Hours you may knock: 9:00 a.m. to 7:30 p.m. A license for going house to house "authorizes such activity only during the hours of 9:00 a.m. to 7:30 p.m." (5.04.003, as amended by Ord. No. 2021-018).
• What the rep carries: The license, carried on the person and produced for inspection by any person who asks (5.04.038).
• What takes the time: The application is sworn and must include a copy of the applicant's active limited sales and use tax permit; the identification division may also require a photograph and fingerprints (5.04.032). The code gives no processing time. A license lasts no more than six months from the date of issuance (5.04.036).

• Worth knowing: The chief of police may revoke a license for misrepresentation or conduct that endangers residents, and may suspend one on complaints from two or more persons (5.04.040). Violations are a misdemeanor, each day a separate offense (5.04.002). Article 5.04 has no No Soliciting sign section and no no-knock registry.
