Sanford, Florida: door-to-door solicitor permit

Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: Yes — a solicitor's license, issued by the city manager or designee on the written recommendation or approval of the chief of police, before selling door to door (94-107(a), (b)). A solicitor includes anyone going door to door, uninvited, soliciting the purchase of goods, wares, merchandise or property (94-106). The city's Business Tax page also lists solicitors among the mobile businesses that need a business tax receipt.
• Where it comes from: Applications go to the city manager or designee; the chief of police recommends or approves in writing (94-107). The business tax receipt is handled on the city's Business Tax page.
• Fee: The license's administrative processing fee is set by city commission resolution and paid at application (94-107(c)); the amount was not found on the code or the city's Business Tax page. Separately, the local business tax schedule lists SOLICITORS at 50.00 and PEDDLERS at 112.50 (98-99); the schedule does not say whether that is per rep or per company.
• Hours you may knock: No door-to-door sales, promotions or solicitations at any residence between the hours of 8:00 p.m. and 9:00 a.m. (94-112(d)).
• What the rep carries: The license and personal identification, shown on proper demand of any law enforcement officer (94-110). On request, the rep must give the buyer the name of the company or product represented, and leave immediately if asked (94-112(c)).
• What takes the time: Police review: the license issues only on the chief of police's written recommendation or approval, and may carry conditions set by the city manager (94-107(b)). The code publishes no processing time and no application checklist.

• Worth knowing: No ringing or knocking at a residence showing a "No Peddler or Solicitors" sign or similar (94-112(b)). A license is good for up to 12 months and is not transferable (94-107(b), 94-109). Soliciting on streets and rights-of-way is a separate permit under Division 2 (94-80).
