• The answer: Yes — a work permit from the Chief of Police before a peddler or solicitor takes orders or sells in the city (5.36.030). A solicitor includes anyone going house to house taking orders for goods or for services to be performed in the future (5.36.020). Every rep applies, is fingerprinted and photographed, so it is per person (5.22.007).
