St. Charles, Missouri: door-to-door solicitor permit

Partly read: the permit answer is sourced, but the fee or the hours could not be read from the city’s own pages. The clerk questions below cover the gap.

• The answer: Yes — a Residential Sales Permit for any person, except minors, going door to door to sell or offer any article or service, per the city's Residential Sales Permit page. Each applicant applies in person, so it is one per rep. The page points to Code Section 640.140.
• Where it comes from: Saint Charles Police Department Records, in person. The rep first needs proof of a current city Business License from the 1st Floor Collections Department at City Hall, 200 North Second Street.
• Fee: $50 per applicant, payable by cash, check or money order. The city Business License that must be shown with the application is a separate license; its fee is not on the permit page.
• Hours you may knock: Not read. The code chapter (Section 640) was blocked, and the permit page and application do not list hours. The application asks for the dates, times and general locations the rep will work.
• What the rep carries: Not read from the code. The application requires a valid photo ID from a state or federal agency.
• What takes the time: A Missouri State Highway Patrol criminal record check done no more than three days before applying, which can be ordered online through MACHS. The permit is good for at most 30 days from the date of that check, then the rep reapplies. Also needed: a letter from the company saying the rep may represent it, and a Missouri sales tax license if applicable. The application has the rep certify, under penalty of perjury, no federal or state felony conviction.
