It is unlawful to approach a residential dwelling for commercial solicitation without prior invitation without first obtaining a license issued by the city (4-52(a)(1)). Commercial solicitation means selling or attempting to sell any goods or services, or delivering commercial advertising materials such as flyers (4-51). The license requirement does not apply to non-commercial solicitation or to commercial solicitation conducted pursuant to a license issued by the State of Texas (4-52(c)).
