Sunrise, Florida: door-to-door solicitor permit

• The answer: Yes — a solicitor's permit from the code enforcement division, plus a city identification card. It is unlawful to solicit orders for the sale of goods, wares, merchandise or other things of value at any private dwelling, apartment or place of residence without one (7-258). Knocking without a permit is declared a public nuisance (7-265). The application is built around one person — photographs, driver license, Social Security number for the records check — so plan on a permit and card per rep (7-261).
• Where it comes from: The code enforcement division. The sworn application is filed there, and the code enforcement division director approves it and issues the permit and identification card (7-261, 7-263). • Fee: $50.00 for commercial solicitation at the time the application or renewal is filed, "to cover the cost of administration," plus a five-dollar charge for each identification card issued (7-262). The code prints the card charge in words, not figures. Article VII sets no separate company fee.
• Hours you may knock: 9:00 a.m. to 6:00 p.m. The permit "shall be valid only within" those hours and soliciting at any other hour is prohibited (7-266(b)). That is a short day by door-to-door standards — build the schedule around it.
• What the rep carries: The permit, carried on the person and presented to any police officer, official or citizen who demands it (7-266(a)), together with the identification card the city issues with the permit (7-263). Permits are nontransferable (7-264).

The code sets no processing deadline. The permit then runs one year from issuance and can be renewed (7-263).

• Worth knowing: A posted sign forbidding solicitation, or the occupant simply saying no or asking the rep to leave, ends the call — and staying after that is punishable (7-267(a), (b)). Selling on foot or from a vehicle within 2,500 feet of any school property line is unlawful between 7:00 a.m. and 5:00 p.m. on days the school or its playground is in operation (7-267(c)). Selling or distributing anything while standing or in a vehicle in the public road right-of-way is unlawful, except on a paved sidewalk or pedestrian area and only if pedestrian traffic is not blocked (7-267(e)). The article does not apply to commercial solicitation on private property in nonresidential zoning districts (7-258).
