Tyler, Texas: door-to-door solicitor permit

• The answer: No solicitor permit in the current code. Tyler's Home Solicitation article is two sections long — definitions (4-60) and an hours-and-signs rule (4-61) — and neither one requires a license, registration or badge to sell door to door. Sections 4-62 through 4-69 are reserved. The code's chapter list has no business-licensing or peddlers chapter. What does bind a rep: the knocking hours, the no-Sunday and holiday rule, and any sign asking not to be disturbed (4-61).
• Where it comes from: Code of Ordinances Chapter 4, Offenses and Miscellaneous Provisions, Article III, Home Solicitation. A "home solicitation transaction" is a consumer sale of goods, services or realty where the seller solicits in person at a residence and the buyer agrees there (4-60).
• Fee: None found; the code names no permit for door-to-door sales, so there is no permit fee in it.
• Hours you may knock: Monday through Saturday, not before 10:00 a.m. and not after sunset. Never on a Sunday, New Year's Day, Fourth of July, Memorial Day (observed), Labor Day (observed), Thanksgiving or Christmas Day (4-61(a)). "Sunset" is the time the National Weather Service gives for Tyler that day (4-60). The rule does not apply to a visit the occupant requested (4-61(c)).
