• The answer: Yes for goods — the City Clerk's page defines a peddler as anyone selling goods or taking orders for goods, subscriptions or merchandise for future delivery, and says a peddler must apply to the City Clerk. The page does not mention services, and the code chapter could not be read, so whether a rep selling a service (such as fiber internet) needs the license is not confirmed. • Fee: The Clerk's page says a fee of twenty dollars ($20.00) is paid when the application is filed, to cover the investigation, and that the Clerk then issues a one-year license "for a fee of $20.00 for one month or any part thereof." That sentence does not make clear whether the license is billed by the month or once a year; the code section could not be read to settle it.
• Hours you may knock: Between 8:00 a.m. and 8:00 p.m. only, per the City Clerk's page. The code section number was not read.
• What the rep carries: The license, kept in the rep's possession at all times and shown to prospective customers on request. Licenses are not transferable and apply only to the person who applied, per the Clerk's page.
