Westminster, Colorado: door-to-door solicitor permit

• The answer: No solicitor, peddler or canvasser permit — Westminster's code has no such chapter. What it does have is a sales and use tax license: it is unlawful for any person to be engaged in business in the City without first obtaining one (5-4-2(A)), and the code counts a company as engaged in business in the City when it "sends one or more employees, agents or commissioned sales persons into the taxing jurisdiction to solicit business" (5-4-1). That is a company license, not a per-rep permit. The separate Chapter 2 business license reaches only a business "at a fixed physical premise in the City" (5-2-1), so a visiting crew with no Westminster office is outside it.
• Where it comes from: The City Clerk, on the City's form, with the Finance Director setting what the application asks for (5-4-4(A)). The city runs it through an online business licensing portal.
• Fee: Nothing. The city's business license page says there is no fee for business or sales tax licensing, and the city's own FAQ says there is no cost or renewal fee for business/sales tax licenses. The code sets no license fee in Chapter 4 of Title V. Specialty and liquor licenses are separately priced and do not apply to a door-to-door sales crew.
• Hours you may knock: Westminster publishes none. There is no peddler or solicitor chapter, and nothing in Title VI (Police Regulations) sets knocking hours for door-to-door sales. • What the rep carries: The code names nothing a door-to-door rep must wear or show. The sales and use tax license itself is posted at the business location and shown to a city official on request (5-4-4(B)), which is written for a storefront, not a knocker.
• What takes the time: The license application, not a background check. The city's business license page says applications take 4 to 6 weeks for full approval, so a crew starting in Westminster files well ahead of the blitz. No fingerprinting, bond or photograph is required by Chapter 4.
